dial calipers and graph paper and knowing the scale of the model and hand drawing it would be the old fasion way but works,is this what your asking :-\
which part , just ask for the part someone may have it already
In the USA if you pay a company / person to start a plug, then it,s your plug and work ,it is not theirs to sell or trade !!
trying to design a hole replica from a toy car. Does not seem to be a way to do it.
Chip Foose did this once with a 3d cnc scanner. He scanned a hot wheels car and made a full size car out of it. the one I saw was the beach truck with a caddy drive train in the rear. Of course he had a cnc cut block of foam made from the scanning.
If going the CAD route, I recommend ViaCAD V7. It's a very powerful 3D modeling & CAD application that just happens to be very inexpensive and very, very powerful. Think of it as a consumer version of SolidWorks at less than the cost of TurboCAD - which, by the way, is a dog compared to ViaCAD.
I have done some car modeling with it and once you learn how to use it, it's fairly easy to do, although it is very time consuming. Here is an original design I created by using a Countach for inspiration:
