easiest state to register go kart/sand rail for street use

What is the easiest state (or states) to get a go kart of any sort, put street tires and a street legal kit on it (blinkers lights and such) and get it road legal? I don't intend on Jumping through hoops but I want to leave New York, so I'm trying to figure out what state I should live in. This is a determining factor. Any help would be appreciated

Jatgm, I can sure see how packing up and moving across the country is much easier than jumping through all of those horrible hoops, but I am not sure what hoops you are referring to. All states, including New York, have adopted Sema's model legislation for registering a handbuilt car. This makes the process fairly easy and standardized anywhere you go. There is a nasty rumor that Texas is having a lot of trouble implementing it, so you will probably want to stay away from here.

If you are going to drive your street legal go-kart to your new state, possibly you should consider one that is close by New York?
